Bharat Lal Meena embarked on a journey to instigate positive transformations in administration, with a primary focus on making government services accessible to ordinary citizens at their doorsteps. This mission has proven highly successful. By empathizing with the common people and targeting those for whom policies are designed and decisions need to be made, he has ensured that his decisions remain firmly rooted in the realities of everyday life.

In 1980, he commenced his career as a clerk at the Reserve Bank of India. Four years later, he successfully passed the civil services exam.
Upon his assignment to Karnataka, one of his initial endeavors was to master the Kannada language to gain a better understanding of his work environment. Meena’s service in Karnataka spanned various districts, with a notable 14-year tenure as the deputy commissioner of Mangalore. In 1999, he initiated the ‘Apna Desh’ mission, a self-help movement that encouraged individuals to assume leadership roles in their villages, becoming their own primary motivators.
Regarding ‘Apna Desh,’ Meena once stated, “When the responsibility for maintaining cleanliness or conserving energy lies with the local population, people take pride in themselves as the principal stakeholders. In such situations, they are also less likely to be critical of the government.” He implemented the ‘Apna Desh’ approach wherever he served, including in Belgaum, Uttara Kannada, Karwar, and Shimoga districts.
During his brief tenure as the commissioner of BBMP (Bruhat Bengaluru Mahanagara Palike) for 43 days in January-February 2009, when his predecessor Subramanya was on leave, he took decisive action by suspending two engineers due to inefficiency. This move sent a clear message to the entire officialdom of the city’s civic body.
