Neeraj Bishnoi is an Indian app developer well known for being the main culprit, for creating the Bulli Bai app, in the Bulli Bai app case.
PERSONAL INFORMATION
Neeraj Bishnoi was born in Digambar Chowk, Jorhat, Assam, in the year 2001. Dashrath Bishnoi is Neeraj’s father, and he is a shopkeeper. His mother is a stay-at-home mom. He has two sisters, one of whom is a lawyer and the other who is a mathematician.
He is not married.
Neeraj practises Hinduism.
EDUCATION
Neeraj Bishnoi went to St. Mary’s School for his education. After finishing high school, he enrolled in the Vellore Institute of Technology in Bhopal to pursue a B. Tech degree.

INCIDENT
Neeraj was arrested in his hometown of Jorhat in 2022 after being discovered to be the inventor of the Bulli Bai App. He was detained by police for seven days. The programme was created on the GitHub platform, and its objective was to trade Muslim women. Images of Muslim journalists and actors were uploaded to the app without their permission. A journalist reported in 2022 that the term ‘Bulli Bai’ was used to denigrate Muslim women. Following Neeraj’s arrest, there were claims that the sale of women in the app was a hoax designed to upset ladies with Muslim ideas. Three other people were brought into police custody before he was detained in connection with the investigation. Neeraj set up multiple Twitter accounts with different identities and used them to publish insulting comments on the platform. He also attempted to deceive the cops by using one of his Twitter accounts.
A Mumbai court granted bail to Bishnoi and two others on a Rs. 50,000 bond on June 21, 2022.
Niraj is another spelling of his name. When he was in tenth grade, Neeraj received an 86%. As a gift, the Assam government gave him a laptop. His father stated in an interview that he was alone and did not have many acquaintances. He went on to say, “He would utilise his laptop until late… often past midnight.” We had no idea what he was up to. My wife and I would frequently tell him to get off, and he would always say, ‘Just five minutes more.'”
During the investigation, he stated that he became interested in hacking at an early age and began practising hacking at the age of fifteen.
According to reports, he used numerous internet venues to express his views on Hinduism, technology, and women. He attempted to assert that Hinduism was superior to other religions in several of his remarks on the internet forum Quora. He also questioned Sunny Leone’s childhood for working on adult websites.
In one of his forum posts, he expressed his thoughts on Hinduism, saying, “A religion that believes that increasing their followers will grant them a higher level in society cannot be classified as a religion, especially those who believe that killing other religion’s followers will grant them a ticket to heaven.” I’m not pointing at anyone in particular. I’m not referring to any one faith. “My words are sufficient!”
A well-known media outlet released a video showing Neeraj being arrested by police.
Neeraj was arrested after a female journalist, Ismat Ara, filed an F.I.R. against the app, which was used to humiliate Muslim women. In a post, she stated, “It is quite terrible that as a Muslim lady, you have to begin your New Year with this sensation of fear and contempt.” Of course, I am not the only one who is being targeted in this new iteration of’sulli’ agreements. This morning, a friend gave me a screenshot.”
In the Bulli Bai App case, the Mumbai Police identified Neeraj as a “mastermind.”
His university expelled him after it was discovered that he was the author of the app. According to the institution, he has been studying B.Tech via online classes from September 2020. The Delhi Police have arrested him in connection with his suspected participation in the Bulli Bai App. Niraj Bishnoi has been suspended from the university with immediate effect for bringing discredit to the university and defaming the institute’s name.”
After admitting that he had created the app, he argued that he had done nothing illegal.
During the investigation, he attempted to frighten the police with suicide.
During the investigation, he also stated that he coded in Gurmukhi since he found it easier than Devnagri.
He also claimed to have hacked other websites of Indian and Pakistani schools and institutions.
