Professor Arnold Dix, the President of the International Tunnelling and Underground Space Association and Of Counsel at White & Case, is a distinguished Barrister and Scientist specializing in underground structures.

CAREER

His extensive career involves initiating and tutoring the New FIDIC-ITA Underground Works form of Contract, participating in Alternative Dispute Resolution Boards, Mediations, and Arbitrations, as well as investigating tunnel disasters globally. Additionally, he is a member of the British Institute of Investigators and has served on committees and working groups for ITA, FIDIC, PIARC, and NFPA for decades.

Given his experience and expertise, he was roped in by the Centre to assist in the rescue operations and he arrived on November 20

TUNNEL RESCUE OPERATION

In the context of the collapsed Silkyara tunnel in Uttarkashi, Uttarakhand, Professor Arnold Dix, an Australia-based underground expert, has been actively engaged in the rescue efforts for the 41 workers trapped for 13 days. His specialization in underground and transportation infrastructure, encompassing construction risk and operational safety, positions him as a valuable resource in the complex operation.

Upon reaching the site, Dix conducted a thorough inspection and communicated with the agencies involved in the rescue. With multiple agencies working on evacuation plans, Dix expressed confidence in finding an optimal solution. Despite challenges, he reiterated the commitment to rescue all workers by Christmas.

Dix emphasized the importance of meticulous planning and safety in the wake of the tunnel collapse, stressing the need for careful evaluation to avoid further risks. His career, spanning three decades, showcases a unique blend of engineering, geology, law, and risk management expertise. Recognized for his contributions to tunnel safety, Dix received awards such as the Alan Neyland Australasian Tunnelling Society bi-annual award in 2011 for excellence in tunnelling, specifically in tunnel fire safety.

His significant efforts in enhancing fire safety in tunnels earned him a Committee Service Award from the National Fire Protection Association of the United States in 2022. The successful rescue operation in Uttarkashi further elevated Dix’s standing, earning him praise on social media, including recognition from figures like Anand Mahindra and Australian Prime Minister Anthony Albanese. Dix’s calm demeanor and technical acumen were pivotal in navigating the challenges of the rescue mission.
